At the same time, Article 23 of the "Measures for the Security Protection and Management of Computer Information Networks and International Networks" stipulates that if anyone violates the provisions of Articles 11 and 12 of these Measures and fails to perform the filing duties, the public security organ shall give a warning or suspend the work for rectification no more than 6 months 'penalty.

Article 12: Interconnected units, accessing units, legal persons and other organizations that use computer information networks to connect internationally (including units and affiliated branches connected across provinces, autonomous regions, and municipalities directly under the Central Government) shall, within 30 days from the date of official connection of the network, go through filing procedures with the acceptance authority designated by the public security organ of the people's government of the province, autonomous region, and municipality directly under the Central Government where they are located.

The units listed in the preceding paragraph shall be responsible for reporting the status of access units and users accessing this network to the local public security organ for the record, and promptly report the changes of access units and users in this network.

Article 14: When units involved in important fields such as state affairs, economic construction, national defense construction, and cutting-edge science and technology go through filing procedures, they shall issue an approval certificate from their administrative department.

According to relevant laws and regulations, all units that access the Internet, including Internet access service units (ISPs), Internet data centers (IDCs), Internet information service units (ICPs) and international networking users, need to go through filing procedures with the public security organs.
